Get your driving privilege card when coming from out of state (Not U.S. citizen under 21)

Not U.S. Citizen cannot establish legal/lawful presence, advance parolee age 20 and younger

  1. Fill out online application & make appointment

    • REQUIRED: Online application

  2. Gather your documents - must bring to appointment

    • Valid out-of-state driver license (which you will surrender)
    • Bring proof of identity (name and date of birth)
      • If you need to have your documents translated into English, find an approved translator list here.
    • Bring your social security card or or individual tax identification number (ITIN.)
    • Two (2) documents providing proof of your Utah address.
    • Bring completed fingerprint card and photograph from local agency.
    • If your name has changed, bring proof of your new name.
  3. At your appointment

    • Have your confirmation number ready to check in
    • Have photo taken
    • Present documents
    • Take eye test
    • Pay non-refundable fingerprint processing fee of $25.00
    • Pay non-refundable fee of $32.00
    • Take the 25-question open-book written knowledge test - required to test in English
    • Have parent/guardian sign for you if 17 and under

    When do I get my driving privilege card?

    • After all requirements for a DPC have been completed, you will receive a temporary no-privilege document that is a receipt only.
    • The completed DPC will expire on the birth date in the first year from the date the card was issued and will then be mailed to you in approximately 4-6 weeks.
